Just defeated the boss near the mountain near Handan (the one with the puzzles) and obtained the mirror. I head back to Hadan to learn that Lord Pingyuanhas gone to Shouchun, so I teleport to Souchun via taxi ticket....and I've no idea what to do next.

I believe that you have to complete the trading part of the game first where you go from town to town trading various items that NPCs give you until you've obtain some kind of golden item. First of all, get the Shiitake Mushroom from the guy in the bar (in the first town if I remember correctly), not that Bamboo Shoot. Then you'll have to go town hopping while paying close attention to what each person want's to trade which item for. At the end, there's an older man who wants you to show him some kind of "very special" item. After that, the quest is finally completed. Sorry that I can't be anymore specific than this. Again, it's been awhile since I last played this game and have best-tested two other games since then, so my memory of it is a bit hazy at this point.

OK, I've done the trading quest and received Primal Gold. I've also gotten Ji-Chang to shoot down the extra sun in the village experiencing drought. What next? I'm still not getting the story to advance.

This is unedited. I just pulled it from a Japanese website by machine. It starts in one of the Handan visits. It may be a better translation than what I derived five years ago and help guide you on the right path. Having scanned through it, I know some of the readings are way off. It's been too long for me to recall specific triggers, and Hausen helped me find my way during my first draft. We all voted not to include any clues that were not already written in the Japanese script.
