If I remember correctly, you have to press the "Y" button when talking to NPCs in order to obtain them. Talking with the "A" button doesn't work if you want to check if they have a stamp or not. Most don't and you can't tell which do, so you'll have to check with everyone if you want to obtain them all. I believe that these stamps can be exchanged in a shop/booth for various prizes in the game's first town (the one where you can also hire mercenaries).

I believe that they're only obtainable from NPCs. It's mostly townsfolk that give you one, but you could also try checking to see if an animal could have one as well (NPC ones in towns and dungeons, not the monsters in battle).

#09 - At boat station northeast of Yangzhai.
#13 - The infamous "night guard" stamp. According to my findings, it's actually non-missable. One stamp can be gained either from the palace guard OR night guard during Mengchang's escape. It's the "same" NPC. I got this stamp from the palace guard, and night guard said he 'could only give me one'.
#14 - At Boat station near Ji.
#18 - ONE TIME ONLY, when you visit the palace area during story! #19 - ONE TIME ONLY, when you visit the palace area during story!
#22 - Better get this one early. The NPC *might* not be here when you much later visit Hien and Zhang at this village.
#21, #51, #53, #23, #52, #54 - You will get 2 stamps at a time in Grace Village and the boat station south of it as Grace Village's "story" progresses. I don't think any are missable though, because the NPCs will always be in those locations.
#24 - At boat station near Daliang.
#34 ONE TIME ONLY, stamp before completing the puzzle! #35 ONE TIME ONLY, stamp before completing the puzzle!
#36 After you've brought Ji Chang here and shot down the sun.
#39 This stamp *might* be missable if you wait until after Unification of China events. Get it when you first have access inside Chunshen's mansion.
#41 - At Luoyang gate side. #42 - At Xianyang gate side.
#55 - Only available after Unification of China events.
#57 - Only available after Unification of China events.
#58 - ONE TIME ONLY, during the brief story scene you're in the prison area at The Great Wall (sic).
#59 - Only available after Unification of China events.
#60 - Only available after Unification of China events.
Get the stamps in each of the Handan lamien shops as you go, because the customers will move around to different ones. I don't think any stamps in them can be missed, but to be sure...
They are for unlocking one of the secret dungeons near the end of the game, but not the one with the dragons. Even if you're mostly a completionist, you can ignore it, but I liked its novelty. A few are missable, so if you're trying to get 'em all, watch out for events that affect whole towns.
You also gain the ability to talk to "Quiz Masters" in various places, who give you questions on the game and history for you to write down your answers to and mail to Outrigger and Be-On Works. Since they're now defunct, that's a lost cause. Would love to know what they planned to give in return, if it was ever known...
Anyway, the image guide in the link Wildbill posted seems perfect to me.
