I recall writing that shrine string, then heading up north to the likely location. The enemies were tough, so I didn't linger. I even re-translated it, but the original was accurate. I always scanned the blocks, looking for strings not yet encountered. I planned to come back, but I left that chapter, not realizing the first pass I couldn't return. The second pass I didn't investigate, just refined the story. I'll be curious to learn the trigger for that locked shrine.

well it is certainly not level based I dont think.. my characters are all between lvl 16 to 18 and still nothing, and have done 350+ battles now, so I dont think its battle amount activated either.

Well... LOOK what I just found ... >.< seems i was right with the 'New Game+' (chrono trigger type thing).

◇ Increase qualities with goddess's spear
　Clear the game once.
　With "cleared" data remaining, select "Start from the beginning" and start the game.
　Depending on the story of the people in the town, find out the place indicated in the hint.
　Then you can enter the goddess's rust.
　Here, you can raise the probability of which one of the experience value of a character enters by 10%.
　However, the probability of another qualification falls by 10%.
　Also, the probability can be raised up to 5 times per one reef
