I assume we're not counting PC, just consoles, right? Either way, PC is an eaaaasy number 1. Fallout, Baldur's Gate, Planescape: Torment, Wasteland, Neverwinter Nights, Deus Ex, Wizardry games, Pillars of Eternity, System Shock 1 and 2... we could be all day listing amazing PC RPGs with (generally) way more depth than anything on the consoles.
PSX had the best stuff by far for me, in terms of consoles - many styles, many big titles, a real treat; SNES is a close second, thanks to tons of JRPGs. PSP/DS had a mountain of niche Japanese exclusives and a lot of good action RPGs in particular. Switch has everything in one place, a great system if you just want the ports and so on. GBA has Mother 3, that alone elevates it above the next few for me, plus Golden Sun, many anime RPGs also...; Many franchises I enjoyed to some degree started on NES/Famicom (Dragon Quest, Final Fantasy, Metal Max, Megami Tensei) and it had many weird, experimental RPGs too, hence number 7. Mega Drive/Genesis has some really great WRPGs/ports (Starflight, Pirates! Gold and Shadowrun), but I don't like its JRPGs that much (except for Phantasy Star 4), so for that reason it's number 8. GB has the Saga games, some interesting JP exclusives like God Medicine etc., but overall IMO they weren't "much" better than the Game Gear stuff, GBC included. Game Gear had Madou Monogatari games, Defenders of Oasis, Moldorian and Royal Stone, for that I decided to place it at number 10.
I don't know PCE-CD (Turbografx-16/CD) well enough to assess it. I've only seen it a couple times/never knew anyone who owned it, it's like a ghost system here in Europe. I only discovered it through emulation, in fact, just like Wonderswan and some other smaller, obscure systems. I also disliked the PCE-CD voice acting from what I've heard (where I live we sub everything, so it's more of a 'me' problem), but I guess it probably could end up in the top 10 if I knew more about it, especially the JP exclusives. I don't know enough about Sega CD, either.
Master System pretty much only has Phantasy Star, Miracle Warriors and Ultima... I liked PS1 - more than PS 2, in fact - but it's not much. PC88/PC98 - no idea; mostly lots of porn, but there's Glodia's games and some other stuff that could be good, it's all in Japanese though.
