The person talking to the Dousen and party is Wan Sougen in his temple. He is admonishing them not to feed the dragon because of dire consequences in the space-time-continuum if they do and the dragon lives.

I can plunge onward now. My spin for this string was: "This is (extrapolation of 'not good') decision." But I wasn't clear on it.
Heh, yep this is an amazing scene overall - the voices, the crazy town, the warning...
It's one of those infamous "seminal scenes", not just for the chapter but for the whole game.
Some major mysteries start coming into perspective about now. It was just one string, but as people say...
I didn't want to lose something in the translation.

The whole idea of this chapter is pretty awesome. There are many possibilities how to end it. Should you abandom him? Keep bad care or good care about him? Every ending is worth to be seen^^ (and needed for a 100% save which unlocks the final free-play chapter, hehe)
